Interview with Marc Di Paolo, Director, Defence Institution and Capacity Building Directorate, Operations Division

Di Paolo: I view Building Integrity (BI) as a foundational programme.
Our objective is to bring BI to the next level. That means moving beyond theory to put a greater focus on practical actions.

You are the Director for the Defence Institutional and Capacity Building Directorate on the Operations Division at. What does this new Directorate mean for NATO?

The fall of the Berlin Wall opened a new era for NATO in which we started to act beyond our borders. During that time, NATO established an array of programmes to meet the needs of our new partners. Those programmes developed in different parts of the organization and they served their purposes well, but as they grew in popularity and as the number of NATO partnerships grew, the overall system became unwieldy. Allies clearly stated that they wanted more coherence in our approach to practical cooperation with partners.

One of the several steps taken in that regard was to establish the Defence Institutional and Capacity Building Directorate. The Directorate now houses most of the strategic, practical tools under one roof. This makes collaborative planning and implementation easier. That said, the Directorate is not the only provider of practical assistance to partners…far from it.

Building Integrity in one the programmes of the Directorate. What is the added value of this programme in the context of the Directorate’s mission and vision?

I view Building Integrity, or ‘BI’, as a foundational program. By that I mean that progress on anti-corruption and good governance with a particular partner helps advance the objectives of all of the other programmes we have with that partner.

Many of our partners are working hard to reform their defense and security sectors while simultaneously trying to battle corruption within their systems. We have received unambiguous feedback from several of them that the BI’s structured approach to diagnosing the problem has helped them to identify and to implement practical solutions.

I think that Allies are impressed with any partner that is willing to address the challenge of corruption head-on. That sort of self-examination is not easy. But if a partner is willing to move in that direction, we will do whatever we can to assist.

From your perspective what is future role of BI, particularly for the Directorate as well as for NATO in general?

Our objective is to bring BI to the next level. That means moving beyond theory to put a greater focus on practical actions. For example, to help a partner insulate its procurement, human resources, and logistics systems from corruption.

And let’s not forget that the BI program also serves Allies. The BI team is doing some very creative work on anti-corruption best practices when working with the defense industry.

Mainstreaming and embedding BI into the Individual and collective training contribute to institutionalizing norms and principles of integrity, transparency and accountability. BI is already part of our own NATO Education and Training Spectrum, and is already included in some NATO exercises, but we should do more.

Marc Di Paolo : À mon sens, le programme pour le développement de l’intégrité (BI) est un programme fondateur.

Notre objectif est de faire passer le développement de l’intégrité au niveau supérieur. Il nous faut donc aller au-delà de la théorie et mettre davantage l’accent sur les mesures pratiques.

Vous êtes à la tête de la Direction Renforcement des institutions et capacités de défense au sein de la Division Opérations. Qu’est-ce que cette nouvelle direction apporte à la Division Opérations et à l’OTAN ?

La chute du mur de Berlin a marqué le début d’une nouvelle ère pour l’OTAN, qui a ouvert la voie à des actions au-delà de nos frontières. Au cours de cette période, l’OTAN a mis en place une série de programmes afin de répondre aux besoins de nos nouveaux partenaires. Ces programmes se sont développés dans différentes parties de l’Organisation et ont bien rempli leur rôle, mais à mesure qu’ils ont gagné en popularité et que les partenariats avec l’OTAN se sont multipliés, le système global est devenu lourd à gérer. Les Alliés ont clairement fait savoir qu’ils voulaient plus de cohérence dans notre approche de la coopération pratique avec les partenaires.

L’une des mesures prises en ce sens a été la création de la Direction Renforcement des institutions et capacités de défense. La Direction regroupe désormais en un même lieu la plupart des outils stratégiques et pratiques à notre disposition, ce qui facilite l’application d’une démarche collaborative de planification et d’exécution. Cela dit, la Direction n’est pas la seule à fournir une assistance pratique à nos partenaires, loin de là !

Le programme pour le développement de l’intégrité est l’un des programmes de la Direction. Quelle valeur ajoutée apporte-t-il à la mission et à la vision de la Direction ?

À mon sens, le programme pour le développement de l’intégrité est un programme fondateur. Je veux dire par là que les progrès que nous accomplissons avec un partenaire donné sur le front de la lutte anticorruption et du renforcement de la bonne gouvernance contribuent à la réalisation des objectifs fixés pour tous les autres programmes que nous menons en concertation avec ce partenaire.

Nombre de nos partenaires travaillent dur pour réformer leurs secteurs de la défense et de la sécurité, tout en s’efforçant dans le même temps de combattre la corruption au sein de leurs systèmes. Les retours que nous avons reçus de plusieurs partenaires sont unanimes : l’approche structurée adoptée par le programme BI pour diagnostiquer les problèmes les a aidés à cerner et à mettre en œuvre des solutions pratiques.

Je pense que les Alliés ne peuvent qu’admirer un partenaire qui est disposé à attaquer de front le défi de la corruption. Ce type d’examen de conscience n’est pas aisé. Toutefois, si un partenaire est prêt à avancer sur cette voie, nous mettrons tout en œuvre pour l’y aider.

Selon vous, quel sera le rôle du programme BI à l’avenir, au sein de la Direction en particulier et de l’OTAN plus généralement ?

Notre objectif est de faire passer le développement de l’intégrité au niveau supérieur. Il nous faut donc aller au-delà de la théorie et mettre davantage l’accent sur les mesures pratiques. Il s’agit par exemple d’aider un partenaire à rendre imperméables à la corruption ses systèmes d’achat, de gestion des ressources humaines et de logistique.

Rappelons en outre que des Alliés bénéficient aussi du programme BI. S’agissant des meilleures pratiques anticorruption, l’équipe BI fait appel à des méthodes très créatives dans son travail avec l’industrie de défense.

Le fait d’intégrer et d’inscrire le développement de l’intégrité dans l’entraînement individuel et collectif contribue au développement institutionnel des normes et principes relatifs à l’intégrité, à la transparence et à la redevabilité. Le développement de l’intégrité fait déjà partie intégrante de l’offre de formation et d’entraînement de l’OTAN et est inclus dans certains exercices OTAN, mais nous devons encore aller plus loin.

أنت المدير التنفيذي لمديرية بناء المؤسسات والقدرات الدفاعية في قطاع العمليات، فماذا تعني هذه المديرية الجديدة بالنسبة لقطاع العمليات وللناتو؟

أدى انهيار جدار برلين إلى نشوء حقبة جديدة للناتو، حيث بدأنا نعمل خارج نطاق حدود بلدان المنظمة. وخلال هذه الحقبة الجديدة أسست الناتو مجموعة من البرامج لتلبية احتياجات شركائنا الجدد. وقد تطورت هذه البرامج في أجزاء مختلفة من المنظمة ونجحت في خدمة أهدافها وأغراضها بشكل جيد، ولكن مع نمو الإقبال عليها وتزايد عدد شراكات الناتو، أصبحت المنظومة بجملها معقدة وصعبة الإدارة. وقد أشار الحلفاء بوضوح إلى رغبتهم في الارتقاء بمستوى الاتساق في مقاربتنا تجاه التعاون العملي مع الشركاء.

وإنشاء مديرية بناء المؤسسات والقدرات الدفاعية هو خطوة من الخطوات العديدة التي اتخذناها في هذا الصدد. وتضم المديرية الآن معظم الأدوات الاستراتيجية والعملية تحت سقف واحد، مما يسهل التنفيذ التعاوني لعمليات التخطيط والتنفيذ. ومع ذلك، فإن المديرية ليست الجهة الوحيدة التي تقدم المساعدة العملية للشركاء ... بل يوجد غيرها الكثير.

برنامج بناء النزاهة هو أحد برامج المديرية. ما هي القيمة المضافة لهذا البرنامج في سياق الرسالة والرؤية التي تعتمدها المديرية؟

أنا أعتبر برنامج بناء النزاهة برنامجاً تأسيسياً. أقصد بذلك أن التقدم في جهود مكافحة الفساد والحوكمة الرشيدة مع شريك معين يسهم في تحقيق أهداف جميع البرامج الأخرى التي نتعاون فيها مع هذا الشريك.
وعدد كبير من شركائنا يعمل جدياً على إصلاح قطاعي الدفاع والأمن، مع السعي في الوقت نفسه لمحاربة الفساد داخل منظوماتهم. لقد وردتنا استجابات واضحة من شركاء كثيرين تفيد بأن المقاربة المنهجية التي يتبعها برنامج بناء النزاهة في تشخيص المشكلة قد ساعدتهم على تحديد الحلول العملية الملائمة وتنفيذها.
أعتقد أن الحلفاء يفضلون العمل مع شريك على استعداد لمجابهة تحديات الفساد بشكل مباشر. وهذا يستدعي منهم ممارسة مراجعة الذات، وهو أمر ليس باليسير، ولكن إذا كان الشريك على استعداد للتحرك في هذا الاتجاه، فنحن من ناحيتنا سنبذل كل ما بوسعنا لمساعدتهم.

من وجهة نظرك، ما هو دور برنامج بناء النزاهة في المستقبل، وخاصة بالنسبة للمديرية وكذلك للناتو بشكل عام؟

هدفنا هو الانتقال ببرنامج بناء النزاهة إلى المستوى التالي، وهذا يعني تجاوز الجانب النظري للتركيز بشكل أكبر على الإجراءات العملية، ومن ذلك على سبيل المثال مساعدة الشريك على تحصين أنظمة المشتريات والموارد البشرية واللوجستيات ضد الفساد.
كما لا ننسى أن برنامج بناء النزاهة يخدم الحلفاء أيضاً. وفريق بناء النزاهة ينفذ بعض الأنشطة المتميزة بأعلى مستويات الابتكار فيما يتعلق بأفضل ممارسات مكافحة الفساد في إطار التعامل مع صناعة الدفاع.
ويؤدي تعميم وإدماج برنامج بناء النزاهة ضمن عمليات التدريب الفردي والجماعي، إلى إضفاء الطابع المؤسسي على معايير ومبادئ النزاهة والشفافية والمساءلة. وبناء النزاهة هو بالفعل جزء من أنشطة التعليم والتدريب المختلفة في الناتو، وقد تم تضمينه بالفعل في بعض تمارين الناتو، ولكن يجب علينا إنجاز المزيد في هذا الاتجاه.
