BI Factsheet: Impact on Nations (published on 22/05/2014 09:44:21) by NATO Since its introduction in 2009, BI SAQ and Peer Reviews have been completed with 11 nations - six Partners (Afghanistan, Bosnia and Herzegovina, Georgia, Montenegro, Serbia, and Ukraine) and five Allies (Bulgaria, Croatia, Hungary, Latvia and Norway). In 9 nations, reviews were conducted with the Ministry of Defence (MOD). In the case of Afghanistan the review was completed with the Afghan Ministry of Defence and Ministry of Interior. In Ukraine, the review was conducted with nine ministries reporting to the National Security Council. Download
BI Factsheet: Tailored Programmes (published on 15/05/2014 10:52:28) by NATO BI TAILORED PROGRAMMES Two Tailored Programmes aimed at meeting the specific needs and requirements of the nations concerned were developed by BI in close cooperation with nations and key stakeholders: The Tailored BI Programme for South Eastern Europe The Tailored BI Programme for Afghanistan In preparing them, the NATO International Staff has drawn on the BI Self-Assessment and Peer Review Process and other NATO reporting mechanisms as well as additional need analyses undertaken with the support of nations. The BI Tailored Programmes recognise that education and training are fundamental to making and sustaining change and developing individual and institutional capacities, as well as to contributing to the transformation and modernization of the institutes. BI in Defence Establishments: a Ukrainian Case Study (published on 25/04/2014 10:24:11) by NATO The study by the Centre for Army, Conversion and Disarmament Studies (CACDS) on the current problem of preventing and eliminating corruption in Ukraine’s defence establishment has demonstrated that corruption in the Defence Ministry has gained features of systemic occurrence; it seriously compromises the effective development and operation of the Armed Forces, leads to degradation of governance in the defence sector and undermines public confidence in the nation’s armed forces. CACDS analytical report and the relevant experience of the NATO member states from Central and Eastern Europe was discussed at the round tables in Kyiv, Lviv, Kharkiv and Sevastopol. This publication offers the final results of the project in the form of a policy paper with practical recommendations for the Ukrainian government on the ways of eliminating/reducing corruption substantially. The project was conducted under the NATO Building Integrity Initiative and the Building Integrity Trust Fund. For a wide range of readers. Download

Corruption and peacekeeping: strengthening peacekeeping and the United Nations (published on 11/02/2014 09:41:25) by Transparency International UK Peacekeeping and other conflict-related missions, which are the subject of this report, are seriously affected by corruption. Conflict environments are difficult, and the fact that corruption is often rife complicates the work of the UN and other international organisations immensely. Powerful local stakeholders are often corrupt, but cannot be ignored by peacekeepers and policymakers. Ignoring corruption embeds it more deeply and damages the legitimacy of key institutions, putting the long-term success of international interventions at risk. This report articulates the need for the UN and its Member States to initiate a serious discussion on how to consider corruption in the context of peacekeeping missions. It goes on to suggest a framework for doing this. While tackling corruption early on may increase the complexity of the early stages of a mission, it is likely to pay dividends in terms of subsequent institution building and stability. It is in the UN’s self-interest to get this right so that the outcomes are improved and can be delivered at a lower cost both to the host nation and the international community as a whole. The UN needs to be more accountable internally in relation to corruption, and needs to strengthen. Counter- and anti-corruption: theory and practice from NATO operations (published on 11/02/2014 10:12:00) by NATO In August 2012, Commander International Security Assistance Force (COMISAF) identified corruption as the “… primary risk that could undermine our mission”, and requested a study into counter- and anti-corruption in post-conflict states. The Supreme Allied Commander Transformation tasked the Joint Analysis and Lessons Learned Centre to carry out such an analysis with the overarching aim being threefold: Firstly, to provide assurance that ISAF is as effective as possible in its current anticorruption activities. Secondly, to ensure that ISAF is well-prepared for hand-over of those activities to the follow on mission. Thirdly, to develop more enduring lessons thereby ensuring a better approach to counter- and anti-corruption (CAC) for future NATO-led operations. Fighting corruption in post-conflict and recovery situations (published on 11/02/2014 09:56:29) by UNDP- United Nations Development Programme This report explores the dynamics between corruption and post-conflict situations following violent, widespread armed conflict. It provides insight based on empirical research in five countries (Afghanistan, the Democratic Republic of the Congo, Iraq, Sierra Leone and Timor-Leste) as well as desk research into how the United Nations Development Programme (UNDP) has grappled with the challenges of anti-corruption interventions in postconflict countries. Governments in countries that have experienced violent conflict are particularly vulnerable to corruption. Corruption threatens not only governance in general but also the establishment and stability of democracies. When the corrupt excesses of political leaders lead to lack of basic services and economic opportunities, this may generate public frustration which erodes state legitimacy at a time when it is most needed. In the post-conflict environment, especially where democracies are fragile, this may fuel renewed violent conflict. Guidebook on anti-corruption in public procurement (published on 11/02/2014 10:06:32) by UNODC- United Nations Office on Drugs and Crime This Guidebook serves as a reference material for governments, international organizations, the private sector, academia and civil society, by providing an overview of good practices in ensuring compliance with article 9 of UNCAC, which requires establishing appropriate systems of public procurement, as well as appropriate systems in the management of public finances. The Guidebook starts with an overview of public procurement as a major risk area for corruption; an overview of UNCAC and public procurement; and a review of the most common forms of corruption in public procurement. Chapter I analyses the requirements of article 9 of UNCAC, in terms of the objectives of public procurement. The flow of the entire public procurement cycle (divided into the pre-tender, tender and post-tender stages) is discussed in chapter II, which maps important corruption risks and identifies examples of responses to these risks of corruption. It also covers remedy systems in public procurement, as well as further corruption-prevention strategies, such as electronic procurement. Chapter III analyses the requirements of article 9 of UNCAC, in terms of the objectives of public finance systems. A series of good practice examples—two of which won the United Nations Public Service Award (UNPSA)—are covered in the final chapter, chapter IV. Annex I briefly introduces other standards and policies in the area of public procurement, which have been sponsored by other international organizations. Delegation is regarded as a condition for good administration and for sound management practices. However, this notion depends on national legislation being properly designed to open up for such delegation. The paper is based on broadly accepted practices of delegation in different EU member states and provides comparative information for legal and organisational design. At the same time, the paper shows how difficult it would be to foster a professional senior civil service – including public management values like efficiency if, at the interface between politics and administration, the instrument of delegation is not applied. Joint Statement SEDM Ministers of Defense (Oct 2013) (published on 27/02/2014 11:26:08) by SEDM JOINT STATEMENT, SEDM MINISTERS OF DEFENSE MEETING, Brdo near Kranj, 3rd October 2013. SEDM Ministers took note of the Status Report on Building Integrity (BI) project and thanked Bulgaria for its efforts. They appreciated the progress achieved in the first 12 months. Ministers commended the collaborative approach established between NATO BI and SEDM and expressed appreciation for the resources made available through the NATO BI Trust Fund. Member Nations are encouraged to continue with the project’s implementation and to support BI-SEE efforts promoting good practice and developing capabilities. Download

Much Integrity Built? Analysing NATO’s Anti-Corruption Policy (published on 28/11/2018 14:22:00) by Jack Davies, Atlantic Council of the United Kingdom It has been over 10 years since NATO introduced its ‘Building Integrity’ (“BI”) programme, which aims to help participating countries “strengthen integrity, transparency and accountability and reduce the risk of corruption in the defence and security sector”. Specifically, the BI programme seeks to “promote good practice, processes and methodologies, and provide countries with tailored support to make defence and security institutions more effective”. This review analyses the progress made by the BI programme to date, looking at the particular processes and methodologies it adopts in attempting to strengthen integrity within the security sectors of the participating countries. Several case studies are presented, considering how the BI programme has tailored its tools with respect to certain specific jurisdictions and situations. However, before delving into the minutiae of the BI programme, it is first necessary to understand the context within which the BI programme operates; in other words, it is crucial to consider the problem of corruption, and the many challenges faced by those who seek to confront and eradicate it, within the defence and security sectors. This sets the context within which the BI programme has developed, having recently been assigned full policy status within NATO. Download

NATO Building Integrity Professional Development Workshop (published on 28/04/2014 11:25:00) by NATO NATO Building Integrity Professional Development Workshop: the event will take place on 20-22 May 2014 in Chisinau (Republic of Moldova) and will focus on human resources. This workshop will be dedicated to the assessment of corruption risks in selecting, promoting and assigning military and civilian defence personnel, assigning militaries as observers or for service in contingents deployed on peace operations, as well as appointing personnel to lucrative positions. This workshop will identify good practices that can be adapted and replicated on other countries and will make comprehensive recommendations for their implementation. New Memorandum of Understanding on BI between NATO and Georgia (published on 09/05/2014 11:10:46) by NATO On the 2nd of May, the Memorandum of Understanding (MoU) “Supporting Training Course on Building Integrity (BI) in Defence and Security Areas” was signed between NATO and the Ministry of Defence of Georgia, providing a framework for NATO’s assistance in the organization of high-level anti-corruption training courses which respond to NATO standards. The MoU was signed during an official ceremony at the Ministry of Defence of Georgia by Ms Tamar Karosanidze, Deputy Minister of Defence of Georgia, and Mr William Lahue, Head of the NATO Liaison Office in the country. “This memorandum provides the Ministry of Defence with guidelines for cooperation and capacity to implement training and education activities for its officers and civilians” said Mr Lahue, continuing “The Ministry of Defence covers a leading position in countering corruption within its own structures, ensuring this way that the resources of the Georgian people and of Georgia are spent effectively and for the purpose of defending this country”. A meeting with the participants to the pilot course “Building Integrity (BI) and Minimizing the Risks of Corruption” followed and the importance of training and education activities was highlighted when committing to holding BI courses in the Ministry of Defence of Georgia on a regular basis. “In future we will be able to streamline this course and NATO experts will help us in this effort. The Ministry of Defence of Georgia will see high-level anti-corruption training courses organized for its employees. This will have a very positive impact on effective management and transparency in both short and long- term perspectives”, said Ms Tamar Karosanidze. Download

Quarterly report to the United States Congress (published on 11/02/2014 11:06:36) by SIGAR This report provides a summary of SIGAR’s oversight work and an update on developments in the three major sectors of Afghanistan’s reconstruction effort. It also includes a discussion of the risks and uncertainties facing the country as the Coalition withdraws most of its troops in this pivotal year of military and political transition. During this reporting period, SIGAR published 25 audits, inspections, alert letters, and other reports assessing the U.S. efforts to build the Afghan security forces, improve governance, and facilitate economic and social development. These reports identified a number of problems, including weaknesses of management and oversight, poor planning, construction deficiencies, and other threats to health and safety. SIGAR investigations saved the U.S. government some $1.7 million, while criminal fines and restitutions brought about by SIGAR amounted to approximately $5.3 million. SIGAR investigations also resulted in three criminal informations, five plea agreements, and six sentencings in the United States and two subjects being arrested and charged in Afghanistan. Download

The Building Integrity Programme and Gender (published on 07/03/2014 11:15:39) by NATO Why do we need to take gender into account in assessing risks, developing strategies to reduce corruption and promote good governance in the defence and security sector? Transparency, integrity, and accountability in the defence and security sector are ensured through the democratic representation of the population. Corruption is a security risk that affects the whole society. It undermines public trust and confidence, wastes resources, and limits the commanders’ ability to achieve operational objectives. It is therefore essential that both men and women are included in anti-corruption decision-making. Women often experience corruption differently from men. They may face hardship in gaining access to public services, such as healthcare, or become subject to sexual exploitation as a form of corruption. Because of these experiences, women are often able to provide a more critical point of view to decision-making. Female staff working as civil servants or as military personnel may also experience corruption in their day to day work. Their perspective is an essential component to strengthening transparency, accountability and integrity in the defence and security sector. The BI Programme has integrated a gender perspective into its methodology and development of practical tools. A gender balance is always taken into account when deploying BI mobile teams and experts. Conferences and seminars are used as opportunities to raise awareness on the importance of the gender perspective within the BI programme. Download
