Education and Training

Education and Training are key to making and sustaining change: courses are organized to assist and train nations in building capacities and enhance institutions in the spirit of co-operative security.
Education and Training aims at raising awareness, sharing best practices and information, exercises, interoperability, and promoting international co-operation, all of which are important tools in achieving a more secure environment.
A large spectrum of tailored educational activities can be offered to assist the country: these include residence courses as well as activities conducted by a mobile team of experts, train the trainers activities, activities organised periodically and others on demand to address special needs.
Activities are designed for personnel in the defence and security sector (civilian and military) and can be held in different languages.
Some courses are organized directly by NATO and others by the BI Implementing Partners


As tasked by the North Atlantic Council, work has focused on developing a structured and sustainable approach to education and training. The BI Education and Training Plan developed in cooperation with the NATO Military Authorities and agreed by the North Atlantic Council, addresses NATO’s current and future operations and ongoing NATO civilian and military efforts to contribute to good governance in the defence and security sector.
Working in cooperation with Allied Command Transformation, the NATO IS serves as the Requirement Authority for BI Education and Training, meaning that it defines the required capabilities and performance competencies to be developed through the BI Education and Training activities. The Centre for Integrity in the Defence Sector (CIDS, Norway) serves as the Curricular Department Head and is responsible of translating operational requirements into education and training objectives with a subject, programme, module and/or course.

Educational Activities – Sample of Current Offers

Education and Training are key to change practice, systems, mechanisms and procedures into place. To date 30 courses, offered by NATO and BI Implementing Partners have been accredited by Allied Command Transformation in support of Building Integrity. A BI course catalogue is under development. A sample of courses include:
  • DEFENCE LEADERSHIP IN BI COURSE, OF5 level

    This course is aimed at understanding corruption, consequences of corruption in the defence and security sector and issues involved in the promotion of good governance including actors, dynamics and good practices. Participants learn how to strengthen integrity and reduce the risk of corruption, how to bring integrity and corruption-reducing strategies into management, how to engage appropriately with the public and civil society so as to strengthen integrity, transparency and accountability in defence establishments including in the context of operations and missions. The course is designed for personnel in the defence and security sector (civilian and military) at OF-5 level. The format of the course includes plenary sessions and syndicate discussions. Various models of policing, initiatives and actions are presented, as part of lessons learned and case studies including from international organisations, NATO Allies and Partners.
    An annual session is held at the NATO School of Oberammergau, Germany. This course is conducted in English and it is a 5 day course. Additional sessions may be organized by the Partnership for Peace Training Center of Ankara.
  • TRAIN-THE-TRAINER PROGRAMME FOR DEFENCE LEADERSHIP IN BI COURSE

    A Train-the-Trainer programme is aimed at training future civilian and military instructors in BI subject. This programme is organised back-to-back to the Defence Leadership in BI course. It starts with 3 days of training prior to the Defence Leadership in BI course and ends with an evaluation and debriefing session.
  • BUILDING INTEGRITY IN PEACE SUPPORT OPERATIONS COURSE, OF2-OF4

    This course is focused on understanding and countering different types of corruption that undermine the success of multinational peace support operations (PSO). Plenary and syndicate sessions address the negative impact and consequences that corruption can have on a PSO, post/conflict reconstruction efforts; the types of corruption and negative behaviors that can undermine mission success during PSO; the influence of various actors involved with PSOs (both internally and externally), and
  • mission vulnerabilities to corruption and how these can be reduced.
    This course is organized by the Peace Support Operation and Training Centre of Sarajevo, Bosnia and Herzegovina on an annual basis. It is conducted in English and Serbian/Croatian languages.
  • SENIOR NON-COMMISSIONED OFFICERS BUILDING INTEGRITY COURSE

    This course addresses how to strengthen integrity and reduce the risk of corruption with a specific focus on how to bring integrity and corruption reducing strategies into management and how to promote and embed transparency, accountability and integrity in military practices including in the context of peace support operations and missions. It is specifically designed for senior NCOs including all services at OR7 – OR 9 level.
    This course is organized by the Peace Support Operation and Training Centre of Sarajevo, Bosnia and Herzegovina on an annual basis. It is conducted in English and Serbian/Croatian languages.
  • BI AND GENDER ISSUES, OF2-OF4

    This course is aimed at exploring gender perspectives in reducing the risk of corruption, promoting good practices and strengthening integrity, accountability and transparency in the defence sector.
    This course is organized by the Peace Support Operation and Training Centre of Sarajevo, Bosnia and Herzegovina on an annual basis. It is conducted in English.
  • SPECIALIZED COURSES AT ALL LEVELS (NCO to OF5 and higher)

    The BI Programme offers a series of specialized courses focusing on the two main areas where countries implementing the BI Programme have identified areas where risks of corruption are. It includes the management of financial resources (budgeting, acquisition and procurement,.) and the management of human resources (merit-based promotion, career advancement, retraining etc.). As such, specific training on budgeting, auditing, acquisition, military procurement, code of conduct, ethics etc can be delivered.
    These courses are delivered by mobile teams and may be organized in a particular country, region or in a center supporting this initiative. These courses are organized on demand.
  • SENIOR LEADERS DAY

    This concept is aimed at raising awareness of key leaders (civilian and military) about the definition of corruption, corruption as a security risk and consequences on the government, corruption versus public opinion and impacts on the defence and security sector.
    This activity is organized on demand and target members of Parliament, Ministry of Defence and Interior, Military and Policy Academies as well as civil society. Upon national request and needs, specific focus may include a presentation of the BI programme (how to implement it, challenges faces and exchanges of experiences by other countries implementing the Programme etc); BI curriculum in the view to develop BI courses in national academies; BI at strategic level to address key leaders with corruption as a security risk etc.
